Minot lawmaker thinks Higher Ed is too "top heavy"

A Minot state representative says the North Dakota University System appears to be “top heavy” with administration.

Republican Roscoe Streyle is a member of the House Appropriations Education and Environment Subcommittee. That panel is looking at the system’s budget request. During a hearing on the University System's budget request, Streyle told Chancellor Ham Shirvani that he’s asked for figures on administrators from one college – but has been unsuccessful.

"I think these institutions are too top-heavy, as far as the layers of bureacracy," said Streyle. "I think if we're going to have a system, let's have a system, or let's break it up and let them run their own campuses."

After the hearing, Shirvani said he can see that some money might be saved by consolidating administrative functions.

"Foa an institution that has, say, 4000 students, do we need 35 departments?' Shirvani said. "Or for an institution that has 4000 students, do we need six vice-presidents? No, we don't -- we can do with three."

Shirvani says several campuses could also share human resources staff. He says that decision would be up to the Board of Higher Education.
