Bismarck, ND – It isn't the most controversial item on the November ballot.
Its supporters describe it as "housekeeping." And there's NO organized opposition...no yard signs...and no expensive commercials on the airwaves.
It's measure number one -- a Constitutional change involving the Common Schools Trust Fund. And as Prairie Public's Dave Thompson reports, the Land Department and educational interests say it's an important change.
