When Henry Waldo Coe moved to Mandan, he was the first physician to settle in the state. He eventually became mayor there, among other prominent positions, and even befriended President Theodore Roosevelt.
Coe later moved away to Oregon, but he maintained this connection. After Roosevelt's death, he decided to commission a memorial for his famous friend, and commissioned noted sculptor Alexander Phimister Proctor to create the memorial, titled "Rough Rider."
On this date in 1922, Coe was planning his presentation of the statue of Roosevelt to Portland, Ore. He also presented a second version to Minot, a smaller version to Mandan, and donated the plaster casts used to create the original two statues to the State Historical Society in Bismarck.
