Fargo-Moorhead Humane Society opposes Measure 5

The Executive Director of the Fargo-Moorhead Humane Society says a ballot measure that would make animal cruelty in the state a class C felony does not go far enough to protect animals.  Prairie Public's Danielle Webster has the story.
